If you want to define a Sound Pressure Level, you need to define level and distance. Just saying 92dB is meaningless, even a space shuttle launch will pass that if you measure from far enough away.

Going back to the original post, it sounds like the law is essentially arbitrary.

I have a calibrated SPL meter, cell phones don't have the dynamic range or frequency response to conduct SAE J986 or SAE J1970. Any cop that gives you a ticket for any exhaust related issue when your exhaust is reasonable is an effing moron. They are disrespecting the crown's time and position, I'd hope that they didn't show up to defend their position for their sake more than anything.
