I got this from a fellow flagger at Watkins Glen.

We attended a meeting on Wed. the 16th with several of the principal partners.
Quite the ambitious project, due for opening in 2013.
The facility will be between Interstate Rte 81 and US Rte 11 about 10 mi. north of Syracuse.
Road course actually working towards 2.2 miles vs. 2.0 miles and track configuration updates are an ongoing process.
A semi-kink/esses is now planned in northwest corner (bottom left of map).
The half mile dirt track will be used for special events instead of a weekly show and will use the "clean dirt" compound mix which reduces dust and increases tire life.
The drag strip is planned as 1,000 ft. and currently is low man on totem pole of priorities.
A country club membership will be available, cheaper than at tracks such as Monticello.
Daytime paid flaggers will be used like at Watkins.
Current plans for road course are to not look for pro series, just driver schools, track days, club racing, etc., at least for a while.
They have been talking with CNY, Glen & Finger Lakes Regions of SCCA about our needs.
The best part for some of us: it's just about 15-20 min. from where many of us live.
Hey, just another sand box for us to play in and that's a good thing!
